Past 4 years from March 11th disaster, There was held the Third UN World Conference on Disaster Risk Reduction (March 14 – 18, 2015) which was organized by UN for discussing about the strategy of Global Disaster Risk Reduction at Sendai International Center in Sendai-city, Miyagi Pref. There was “185 United Nations member states attended this conference. More than 6,500 participants were in attendance with more than 100 ministerial-level officials including Heads of State of seven countries, prime ministers of five countries (including Japan), vice-president-level officials from six countries, deputy prime ministers from seven countries. Including the related events, a total of 150,000 from both Japan and abroad participated in the conference to make this the largest-ever UN-related international conference held in Japan (largest-ever in terms of the participating countries).”(Excerpt from Third UN World Conference on Disaster Risk Reduction by Ministry of Foreign Affairs of Japan). And having international conferences of the Global Disaster Risk Management, Concrete target and guidance of disaster prevention and reduction for 5 days.
The concrete result of the meeting is as follows.

- Sendai Framework for Disaster Risk Reduction 2015-2030
- Sendai Declaration
- Dispatch such as the lesson that Japan got from many disasters, a disaster prevention technology, the know-how
- Dispatch of the revival from East Japan great earthquake disaster and promotion of the stricken area
On the other hand, In participation 185 countries, Republic of India and a delegation was, consist of some VIP people, by Mr. Rajnath Singh, Minister of Home Affairs, Ms. Deepa G. Wadhwa, Ambassador of Embassy of India Tokyo, Mr. Amit Kumar, Deputy Chief of Mission, Mr. Rajesh Naik, Second Secretary, etc. going to visit Onagawa in order to observe on the March 15, 2015 during the schedule of the interval of the conference. As soon as they arrived, they had a meeting with Mr. Yoshiaki Suda, Town Mayer of Onagawa and predominant members of the town council in the Onagawa Town Development & Information Exchange Center. Then Indian delegation got a time to hear a lecture of Onagawa about the march 11th disaster and the reconstruction of Onagawa by them. I told about my small experiences with NDRF in Onagawa as well. Then, the delegation observed the New Onagawa Station almost be completed from the middle of slope of Onagawa Junior High School, and also took a observation of “Onagawa Inochi No Sekihi” which was an Memorial Monument build by Onagawa Junior High School Students, after we heard a story of an origin and the process of the monument from the principal and a vice-principal teacher of Onagawa Junior High School.
It is a personal opinion, but do the real disaster spot in one of eyes, and this field observation that received local explanation based on photorecordings again is more significant by the argument of WCDRR conferences even for a short time.
